High Recognition of Professional Excellence: Marzhan Malikovna Kubenova — Best University Teacher – 2025

In Almaty, at the building of the National Academy of Sciences of the Republic of Kazakhstan, a solemn award ceremony was held to honor the recipients of the “Best University Teacher – 2025” title.

Following the results of the national competition, Marzhan Malikovna Kubenova, Lecturer-Researcher of the Department of Standardization, Certification and Metrology, was awarded the title “Best University Teacher – 2025.” This award is granted for excellence in teaching, significant research achievements, publication activity, and contribution to the development of educational and methodological work.

The awards were presented by the Minister of Science and Higher Education of the Republic of Kazakhstan Sayasat Nurbek, the President of the National Academy of Sciences of the Republic of Kazakhstan Akhylbek Kurishbayev, as well as Vice Minister Gulzat Kobenova.

In his speech, Sayasat Nurbek emphasized that the awarding of this title is a recognition of the high professionalism of teachers and researchers and their contribution to the development of science, innovation, and the higher education system of the country.

At the VI Youth Sports Games held in Turkistan, Metr-31 group student Seksen Arslan won the gold medal in academic rowing.

The rowing qualifying regatta for the 2024 Olympic and Paralympic Games in the Asia-Pacific region was held in Chunju (South Korea). Intensive competitions were held from April 19th to 21st. Seksen Arslan, a student of the Department of Standardization, Certification and Metrology, took the 1st place. Arslan is studying to become a metrologist according to OP 6B07550. He has been fond of rowing since childhood. He is the winner of many international and regional competitions, namely:

- Azerbaijan, Mingachevir regatta 3rd place;

- Championship of the Republic of Kazakhstan for adults 1st place;

- Championship of the Republic of Kazakhstan U19 1st place;

An award ceremony for the winners of the XIII Eurasian Economic Youth Forum competitions was held at the Ural State University of Economics. The theme of the EEFM in 2023 is "a multipolar world in the focus of a new reality."  1st year undergraduate OP 6b07532 - Standardization and certification.L.N.Gumilyova Altaeva Ayazhan took 3 prizes in the International Competition of youth research projects "Food security" in the direction of "quality and safety
food products as a factor of sustainable development ". Ayazhan was also awarded a Diploma of the 1st degree in the nomination "The best analytical work in the field of quality";. Scientific supervisor -Head of the Department of Standardization, Certification and Metrology, Doctor of Technical Sciences, Professor Baikhozhayeva Bakhytkul Uzakovna.
The Forum became a unique platform where schoolchildren and students could listen to lectures and learn from the experience of two thousand scientists, politicians, diplomats, entrepreneurs and education experts from 42 countries. The young participants of the event presented their projects on a competitive basis.
The purpose of the International Competition of Youth Research Projects "Food Security": activation of research work of students of higher educational institutions, young scientists of research organizations and young practitioners - representatives of the business community, creative application of knowledge and practice, development of skills related to topical issues of food security at the national and global levels. The winners and prize-winners of each direction (section) of the competition are awarded with diplomas and cash prizes:
- 15,000 rubles-for 1 place
-10,000 rubles-for the 2nd place
- 5,000 rubles-for the 3rd place
Following the results of the final events, it is planned to release a collection of materials of the XIII EEFM, where the abstracts of the finalists of the competition will be posted. The collection will be posted at the RSCI and on the website of the Ural State University of Economics.

 Reference about the Department "Standardization, certification and Metrology"

The Department of Standardization, Certification and Metrology is a division of the L.N. Gumilyov Eurasian National University. The main purpose of the department is the preparation of bachelors, masters in the relevant educational programs, the implementation of scientific and methodological work.

The Department of Standardization, Certification and Metrology was established on May 4, 2002. In 2019, by the decision of the Academic Council of ENU, the department was renamed the Department of Standardization, Certification and Metrology. In 2016, educational programs 6B073200 – Standardization, certification (by industry), 7M073200 – Standardization and Certification (by industry) successfully passed the specialized accreditation of the Independent Accreditation and Rating Agency (NAAR).

Bachelor's degree training in OP 6B07532 "Standardization and certification" (by industry)  It is carried out in accordance with the State Mandatory Standard of Higher Education (Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 604. Registered with the Ministry of Justice of the Republic of Kazakhstan on November 1, 2018 No. 17669). 

Preparation of masters in OP 7B07532 – "Standardization and certification" (by industry) is carried out according to the State mandatory Standard of Postgraduate Education (Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 604. Registered with the Ministry of Justice of the Republic of Kazakhstan on November 1, 2018 No. 17669).

The mission of the department is to train a new generation of professional personnel with a set of general cultural, general professional and professional competencies, high motivation to build a career in the field of technical regulation and metrology, focus on self-development and self-education throughout life.

The vision of the department is to take a leading position in the practice-oriented training of highly qualified specialists in the field of technical regulation and metrology, based on the close integration of education, science and production.

The department demonstrates the development of an OP development plan based on an analysis of its functioning, the real positioning of the university and the orientation of its activities to meet the needs of the state, employers, interested persons and students.

Personnel training is carried out by using the laboratory facilities and branches of the department at enterprises that are equipped with modern devices. The OP of the department "SSiM" were developed in accordance with the National Qualifications Framework, professional standards "Standardization", "Quality control of products, processes, services", "Training of specialists in the field of technical regulation", "Assessment in the field of accreditation", agreed with the Dublin descriptors and the European Qualifications Framework.

In the process of developing and approving the OP, we were guided by the main provisions of the regulatory framework in the field of higher education of the Republic of Kazakhstan, the fundamental documents of the ENU, the Transport and Energy Faculty and the Department of the SSM: On the approval of the national project "Quality Education"Educated Nation"; the Development Strategy of the L.N. Gumilev ENU for 2021-2025; the Development Program NAO ENU named after L.N. Gumilyov" for 2022-2026; Quality Assurance policy of NAO ENU named after L.N. Gumilyov; Academic policy of NAO ENU named after L.N. Gumilyov; The policy of academic integrity of teachers, staff studying at the L.N. Gumilyov Eurasian National University; The Information Policy of the L.N.Gumilyov ENU NAO

The OP of the department "SSiM" were developed in accordance with the National Qualifications Framework, professional standards "Standardization", "Quality control of products, processes, services", "Training of specialists in the field of technical regulation", "Assessment in the field of accreditation", agreed with the Dublin descriptors and the European Qualifications Framework.

The teachers of the department are experts of the accreditation agencies of the NAAR and NAOKO: Doctor of Technical Sciences, Professor Baizhozhaeva B.U., Ph.D., Associate Professor Kirgizbaeva K.Zh., Ph.D., Associate Professor Ermakhanova F.R., Ph.D., Associate Professor Kilibaev E.O.

The university creates conditions for teaching staff to participate in public life, contribute to the development of science, culture of the region. Baizhozhaeva B.U. is a member of the NTS and NMS of the University, Kirghizbaeva K.Zh. - a member of the US ENU, Baizhozhaeva B.U., Ermakhanova F.R., Kirghizbaeva K.Zh., Haimuldinova A.K. - members of the TEF Council.

In order to strengthen the practical orientation of the study of disciplines, employees of KTRM MIR RK, RSE "Kazstandart" KTRM MIR RK, Republican Academy for Technical Regulation, Standardization, Certification and Metrology were involved in conducting classes at the department: Meirbaeva G.-B.O., Aimagambetova R.Zh., Abayuly B., Daribaeva A.A.

The department has a branch in the RSE "Kazakhstan Institute of Standardization and Metrology" KTRM MIR RK, on the basis of which students and undergraduates undergo industrial, pre-graduate and research practice. The purpose of creating a branch of the department is to improve the training of qualified specialists, strengthen the practical orientation of the educational process, as well as strengthen joint scientific research.  Specialists of RSE "KazStandart" recommended to make changes to the content of some disciplines, in particular, the content of the discipline "Technical Regulations of the Customs Union (EAEU)" should be strengthened taking into account the new regulatory documents of the EAEU, as well as when developing syllabuses of the disciplines "Development of elements of environmental management systems", "Standardization of resource conservation", "Energy management in industry" should be taken into account goals and principles of sustainable development.  

In order to ensure accessibility and consistency, process management and the University's transition to digital technologies, the Smart.enu platform was introduced in September 2022 (https://smart.enu.kz/#/login ). This electronic platform is a proprietary product of the NAO "L.N.Gumilyov ENU" and was created in order to digitalize the university's business processes. At the moment, the teaching staff of the SSM department use the following options: loading syllabuses and UMKDS of taught disciplines, employment of graduates, news, data on students, employees, etc. Teachers, department heads, chairmen of educational and methodological commissions and deans can sign syllabuses using an electronic digital signature (EDS).

In October 2022, the department celebrated its 20th anniversary. The medal "L.N. Gumilev" was awarded to the head of the department Baizhozhaeva B.U., associate professors Ermakhanova F.R. and Kirgizbayeva K.Zh. Honorary diplomas of the rector were awarded to the teachers of the department Haimuldinova A.K., Kilibaev E.O., Dzhaksymbetova M.A., Karshalova D.G., Dzhumadilova N.M., Akhmediova A.K. Honorary diplomas of the department RK was awarded by the head of the department, Doctor of Technical Sciences, Professor Baizhaeva B.U., teachers of the department.

In 2022, teachers of the department received funding from the Ministry of Education and Science of the Republic of Kazakhstan for projects worth 10 million 242 thousand tenge.

The Department of Standardization, Certification and Metrology has all the necessary means and conditions: high-quality personnel, fundamental scientific developments, regulatory and legislative documents, an integrative and oriented educational program, necessary international relations, sufficient material base.

The teaching staff of the department makes every effort to ensure that students are ready to perform all types of professional activities.

The Department strives to ensure the implementation of all the ideas and principles underlying the construction of a Single European educational and scientific space, to improve the culture of quality. To achieve this goal, infrastructure is being developed, educational and methodological documentation is being improved, the development and examination of the OP is carried out taking into account the competence approach, new contracts are being concluded to ensure academic mobility, double-degree educational programs are being implemented, conditions are being created for advanced training of teaching staff.

The criterion for the quality of educational programs is their entry into the top three in international and national rankings of educational programs.

During the reporting period (2021-2022), the teaching staff of the department participated in the implementation of funded research:

1) Baizhozhaeva B.U. Contractual work on the topic "Development of scientific standards of the organization in the field of environmental management of environmental activities and standardization of safety indicators" (500,000 tenge);

2) Kanaev A.T. Research and development "Development and creation of an experimental site for strengthening heavy-loaded parts of soil-cutting machines using innovative plasma technology", 2021-2024 (4 million 500 tenge)

3) Kubenova M.M. project AR14871197 "For the development of a highly efficient thermoelectric generator applied and fundamental research of the physical properties of nanocomposite materials based on promising copper chalcogenide superions" 2022-2024 (5 million 242 thousand tenge).

In 2021, the number of published articles by the faculty of the Department of SSM was 55; of these, articles in international scientific publications Thomson Reuters and Scopus – 10, in foreign publications – 7, in publications of the Republic of Kazakhstan – 38.

In 2022, the number of published articles by the teaching staff of the Department of CSIM amounted to 76 articles; of these, articles in international scientific publications Thomson Reuters and Scopus – 11, in foreign publications – 4, in publications of the Republic of Kazakhstan – 61.

In 2022, additional agreements were concluded: on the organization of a branch of the department on the basis of RSE "KazStandart" KTRM MIR RK dated 03.11.2022, a memorandum between the Central Customs Laboratory of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan and ENU named after L.N.Gumilev dated 31.03.2022, contract No. 74 dated 09.11.2022 for the performance of research work between ENU. L.N.Gumilyova and Sentana Plus LLP.

Language skills are of great importance in the training of personnel for standardization and certification. Multilingual groups have been created at the department. In 2020-2021 academic years, 32 students studied in multilingual groups, in 2021-2022 academic years – 38 students.

The department employs teachers who are fluent in English: Aimagambetova R.Zh, Abayuly Bolat, visiting professor, PhD Ahmed Shehu Avak, who teach in multilingual groups of bachelor's and master's degrees.

All conditions for training have been created for foreign students at the university and at the department, the necessary materials and documents are available on the websites and are conducted in the state and Russian languages. To date, 1 foreign student is studying under OP 6B07532 in the SiS-41 group Khojageldiev Kerim (Turkmenistan), a student of the SiS-43 group Ismatova Ulmeken (Uzbekistan).

Teachers of the department participated in the KPI competition based on the results of achieving the indicators of the 2020-2021, 2021-2022 academic year.
